The crosschain equivalent of core.assets.create_on_internal_transfer.

Throws if any extension of this function throws.

Parameters

sender_blockchain_rid — the RID of the blockchain where the transfer originated
sender_id — the ID of the sender account
recipient_id — the ID of the account that received this transfer
asset — the asset that was transferred
amount — the amount that was transferred
